The <get-config> operation retrieves configuration data only, while the <get> operation retrieves configuration and state data. https://tools.ietf.org/html/rfc6241#
Based on the Read-Only fields then B seems the more accurate.
The exhibit is a read-only YANG leaf ("ro vlan") therefore is classed as "state" date and not config data. As such the <get> statement is what you need to use to interact with this particular YANG model.
