I think 'D' is correct answer. CE1 won't be able to talk to CE2 in case underlying MPLS LSP is failed

It doesn't say anything about the CE-PE routing. If that's in place and working fine, the answer is D. If not, routing between CE and PE should first be investigated and B makes more sense. The question here is most probably incomplete.
