I think it is not B IaaS since Cisco is deploying and managing all the controllers VMs over AWS/Azure, so it is consumed in the way of SaaS in fact. But I disagree also with A, given that it does not matter where the controllers are place (cloud or on-prem), the functionality and centralized control is just the same.
When you deploy your controllers in a cloud, it can be IaaS where the cloud provider gives you only the infrastructure and you need to build up your virtual hardware and software and you maintain both. That is IaaS if i'm not wrong. But the question in this form is still weird because how IaaS is an advantage of doing IaaS? Altough B is a better option than A for sure.
