Most important keywords in the question are "public internet". GET VPN is intended for use in private networks as it uses IPSec transport mode and any NAT device on the path breaks the NAT. Correct answer is definitely GRE over IPSec.

It's GRE over IPSEC. GET VPN is for multiple sites, but here is clearly says two sites.
