Yes, B is correct answer. Thanks for "cnote" for providing such a useful link. According to the link the actual DR and BDR election completed in "two-way" state. but in this question there is no option like two-way state, the next subsequent state is Exstart state.

I think, B. Before Exstart there is no DR and BDR.
