Answer A is correct. Tunnel is down. If the tunnel is down, data will not flow over it -> eping fails. Tunnel control messaging is sent over UDP 16666.

Given Answer is correct! The question asks which port should be allowed for COMMUNICATION to happen, not for eping to happen. CAPWAP uses UDP16666 for control plane.
