B is correct eping sends EtherIP echo packets using protocol 97

B - "(...)Mobility data traffic is carried via Ethernet over IP (EoIP) which is IP protocol 97. This is the IP protocol number, not a TCP/UDP port value. Your firewall rules should allow IP protocol 97 traffic between your WLCs. Answer A is correct. Tunnel is down. If the tunnel is down, data will not flow over it -> eping fails. Tunnel control messaging is sent over UDP 16666.

Given Answer is correct! The question asks which port should be allowed for COMMUNICATION to happen, not for eping to happen. CAPWAP uses UDP16666 for control plane.
