Basically, use the sequence number to add the entry to the access list so the list will be processing without interrupting

A. Uses the wrong Wildcard mask B. Creates a new ACL but we only need to modify the existing one C. If it is ineffective, the permit statement will be placed at the end of the ACL after the 'deny IP any any' entry. We need to place it before the 'deny all traffic' entry. The correct answer is D

also, the question says "modify EGRESS..." so B wouldn't be correct because it involves creating a new access-list, not modifying the existing one
