B and D All four routers are Level 1-2, that is by default configuration R1 and R2 are Level 2 neighbors, because the are in different areas R1 and R4 are Level 1 AND Level 2 neighbors NOT Level 2 neighbors only

'A' is not correct, as R1 and R4 are both L1-2 routers they would form both L1 and L2 adjacencies as they are in the same area. That's also why 'D' is the right choice

Exact, A, B is more corret. R1 and R2 support L1/L2, but as they are in different areas, L1 adjacency is not formed, just Level 2.
