I bet on D port has lower Port ID. current active is with lowers Port ID.

A lower value is a higher priority for the port. "The port identifier is the combination of the port priority and port number." So when Gi0/0/0/2 is down, the next best is Gi0/0/0/1 with Port ID 0x800, 0x0002 leaving the port Gi0/0/0/0 in standby because only 1 link should be active according to the configuration output.
