AD most likely correct, as they put the accent on BGP ""External"" connections. Otherwise, everything except C can be configured to influence routing. Question may be built based on https://www.cisco.com/c/en/us/support/docs/ip/border-gateway-protocol-bgp/13768-hsrp-bgp.html

If this is a BGP related question I’d go with A, as the AS PATH can be used to influence where the remote AS will deliver traffic to the local AS. If that device fails there’s always the other inbound option. For outbound, local preference (B) can be used to select preferred outgoing path, but then again weight is also an option, and this is a Cisco exam. I still prefer B because it is a multi-homed design with "routers" (plural), and local pref can be shared in ibgp, while weight is local to the device. My 2 cents

I think A & D are still correct. See following--In the event of a failure of connectivity toward one ISP, the traffic is rerouted dynamically through the other ISP with the BGP set as-path {tag | prepend as-path-string} command and Hot Standby Router Protocol (HSRP).
