C is correct. From the link above: "Note that you must configure each Cisco vManage in the cluster individually, from that vManage server itself. You cannot create a vManage configuration template on one vManage server and attach other Cisco vManage to that device template."
A Cluster requires device templates to be created on at least 3 instances for Redundancy | HA | Uptime
Talking from experience, VManage NMS heavily relies on templates to be attached to server instances within a cluster, otherwise the instances would not be able to form said cluster.
The other three are invalid:-
A minimum of 3 instances are needed for a cluster
VManage NMS does not operate on a WAN Edge Router
VPN 0 and VPN 512 can access the VManage NMS
Option C is the only valid choice here!
As per RexChen and CCNPCollab, the Answer is C only. Because you need 3 instance minimum for VManage cluster, and it can be accessed by VPN 0 or VPN 512. That makes A and D incorrect. Also VManage is not a software process running on WAN Edge device. This makes B incorrect. So I am going with C as you require templates to configure VManage.
D is correct.
Nowhere in the documentation does it state that a device template associated with vManage is required to create a cluster.

C may be worded poorly, and doesn't mean templates are required. It means that if a template is used, the template must be attached only to the same vManage server that it was created on. All other answers are definitely wrong, and this seems to be what they meant.
C is close but not quite: "You cannot create a vManage configuration template on one vManage server and attach other Cisco vManage to that device template."
You can access the vManage NMS from VPN 0 (the WAN transport VPN) and from VPN 512 (the management VPN).

Above says that a cluster has a minimum of 3 servers, not 2.
I have to correct myself. Since my last post I was able to log in to vManage on vpn 0 as well (after removing a well hidden acl from the lab).
C isn't correct either, but it is the closest to be.:)
vManage can operate without templates attached to itself. You can configure them from CLI too. I wasn't able to access our vManage even if I used allow-service on the vpn0 interface.
