Also for me this is correct.
The flow is really specific the first two options are conditions and remediations.
If we think in a logical way step by step this makes sense because the first thing that I have to configure are the conditions for have a compliant host in the network, the second step is that if a client is not compliant the client needs to solves that so we need to configure remediations also.
This settings are available in the policy elements page.
After that the client is compliant then you configure the policies for let the client have a specific result.
