If the MSE and WLC are in different networks, the firewall between them must allow traffic on this port. Why TCP/16113?: NMSP relies on TCP for reliable communication, and port 16113 is the default port used for this protocol. Allowing this port on the firewall ensures that the MSE and WLC can establish a connection and exchange data.
