E is more relevant since to utilize SDN capabilities better - automation, integrations - you should have some soft of programming skills

You don't necessarily need programming skills. Several vendors need you to understand the functionalities to deploy an SDN solution. You can tune and modify at your will the SDN solution but it's not necessarily compulsory. So C and D seems accurate for me.
