ISE does not actively provides visibility: its AMP4N and AMP4E with NGFW/IPS that provides visibility into the network. ISE is used for policy on who and how an identity will access the system and what access levels will be granted.
I think "Network Visibility" means network status while ISE provide visibility on WHO is on the network and what they do
