Modifying IP headers is exactly what NAT does... How else are you supposed to route the data? NAT replaces the RFC1989 addresses with the public IP then adds it to a state table allowing a return translation. Tunneling encapsulates IP headers by adding a new outer IP header for public routing. It's not the same at all.
