Question is asking for "Which policy configuration does the network engineer use to call the SLA class and set the preferred color to MPLS?" To fulfil the requirements, AAR and data traffic policy should be used and hence Centralized policy, Traffic Policy is the answer.

An SLA Class list only can be added via AAR policy. AAR policy is part of Traffic-Rules, not traffic-Policy, so I think that best answer would be Centralized-Traffic Rules (doesnt exists)

I just worked on this in my lab. You cannot match FTP in a Topology policy. You must move to the Traffic Data in "Configure Traffic Rules" to be given the opportunity to match on "FTP protocol." Also - the topology is not being changed. This is more of an old fashioned PBR that is changing the direction of FTP traffic. IMHO

You can create individual policy components directly and then use them or import them when you are using the policy configuration wizard: In the title bar, click the Custom Options drop-down. For centralized policies, select the Centralized Policy tab and then select a policy component: CLI policy—Create the policy using the command-line interface rather than the policy configuration wizard. Lists—Create groups of interest to import in the Group of Interest screen in the policy configuration wizard. Topology—Create a hub-and-spoke, mesh, or custom topology or a VPN membership to import in the Topology screen in the policy configuration wizard. Why should it be "Centralized Policy > Topology"? "Centralized Policy > Traffic Policy" is also a valid option in vManage.
