Should you choose to manage this functionality yourself, there are plenty of enterprise CA options available. Some common choices are Microsoft Certificate Services, OpenSSL, and even Cisco Identity Services Engine.

As per the ENSDWI 2.0 course, Section 2: Examining Cisco SD-WAN Deployment Options, Chapter 2.7:
"Several options for local CA are as follows:
- Customer's existing CA infrastructure
... Microsoft CA is most commonly used within enterprise infrastructure
- Convenient CA setup for lab testing
... XCA
... TinyCA
... OpenSSL
"
Then you would be using OpenSSL, which is not a answer option, hence C is correct
