I believe that when a policy influences the entire network topology, it could be categorized as a control policy. On the other hand, if a policy only has an impact on a single WAN device, it could be referred to as a data policy.
I didn't really look at the documentation, but from the ENSDWI course, it is a control policy. However, in this case, it's easy to sort the other answers leaving only a single option anyway
