D is correct. local-as feature is used by ISPs when they make internal changes but doesn't want the customer to make any changes on their end. ISP-1 (AS 100) <---------> Customer A If ISP bring this router to another AS (200) ISP-1 AS 200 (Local-AS 100)<-------> Customer A
