Options ‘b’ and ‘c’ have W/C masks of 0.255.255.255 which are wrong for 192.168.0.0 /16. Options ‘a’ and ‘d’ start with the command “ip”, so they are named ACLs. The number (99 vs. 199) has no bearing on the veracity of the ACL as it is treated as a name. Technically, options ‘a’ and ‘d’ should both work just fine. Regardless, let’s keep it “nice” and use a standard ACL number (99). For this reason, I’d pick option ‘a’.

It is not choice D because for Standard Access Control Lists, Access list number must be between 1–99 or 1300–1999.
