Why not AF32 since it's higher then 13 ?

because AF32 is higher priority than AF13. so AF13 is more likely to be dropped because of the '1' and the '3'

Simple rule: The higher the last digit is in the marking, then its more likely to drop packets. Aswer A: AF13
