RADIUS by itself provides no encryption of all traffic. It protects only a small part of the traffic, notably the passwords.

Yes, passwords between a RADIUS server and client are encrypted. The RADIUS protocol transmits passwords using a shared secret and the MD5 hashing algorithm. This shared secret is never sent over the network.
