The aggregate-address 10.16.0.0 255.255.248.0 command creates the summary route 10.16.0.0/21 itself but the more specific routers are allowed. So then the suppress-map is used to suppresses the 10.16.6.0/24 route.

Answer D will set the aggregate address summary to 10.16.6.0/24 and not the 10.16.0.0/21 as required in the question. Also this will prevent the 10.16.4 and .5 from inclusion (not supressed) as well.
