C The Multicast VPN (MVPN) feature provides the ability to support multicast over a Layer 3 VPN. As enterprises extend the reach of their multicast applications, service providers can accommodate these enterprises over their Multiprotocol Label Switching (MPLS) core network. I think its A. mVPN does not use mpls but the ip multicast as underlay.

Agree. mVPN does not use MPLS, but uses an MDT (which is a multicast domain tree in the service provider). From the link provided by Troozi "MVPN does not use label switching." Correct Answer is A
