C is incorrect , Prefix lists are primarily used for filtering and controlling traffic flow, not for logging activity. While it is possible to configure a prefix list to log activity, it is not a best practice to include only the prefixes for which activity needs to be logged.
When working with Prefix Lists, you have to include the exact network prefix found in your routing table, but that's not a "best practice" action, is a MUST, otherwise your traffic is not matched.
Option D. is correct. That is a good practice action, but not a requirement for the prefix list to work.
Later on as your network grow, you might need to implement new statements in the existing prefix list, so using non-sequential numbers gives you the ability to insert numbers in between without deleting the whole prefix list and recreating it.
Similarly to access-lists, having sequence numbers allows you easily to add or remove individual lines. If you leave some space between them you can insert additional lines where you need them and don't have to resequence them. I just don't understand the suggestions for C unless the options have changed.
None of the other options are correct in my opinion.
My vote is:
D. An engineer must use nonsequential sequence numbers in the prefix list so that he can insert additional entries later.
D might not be the best.
I see option D more about Access-lists.
Option C, however is more accurate due to prefix-lists filter entire network ranges just based on prefix lengths.
