The answer is actually B. The router interface Fa0/0 has an ip address of 192.168.1.1 which makes that the default gateway on the pc's on that LAN. The IP address has been manually misconfigured.

The correct answer is C. The IP address of the PC (192.168.11.2/24) is not on the same network with its gateway 192.168.1.1

IMHO this would only be true if there is a gateway and dns available on the 192.168.11.0/24 network. Since this is not mentioned, the correct answer would be B (someone Fat Fingered the ip address)
