I think the correct answer should be A. In VSS there is no concept of virtual control place, there is the active chassis and the standby: "The VSS active supervisor engine controls both chassis of the VSS. The VSS active supervisor engine runs the Layer 2 and Layer 3 control protocols and manages the switching modules on both chassis." For the data plane, "The VSS active and VSS standby chassis both perform data traffic forwarding" and "the VSS standby chassis is actively forwarding traffic" .

Agree, there is only standby control plane.
