the answer is D. Two control planes in VSS CANNOT both be active at the same time. Only vPC has the ability to have two control planes active at the same time.

This is the same as Question#99. And I put there the same comment: I think the correct answer should be A. In VSS there is no concept of virtual control place, there is the active chassis and the standby: "The VSS active supervisor engine controls both chassis of the VSS. The VSS active supervisor engine runs the Layer 2 and Layer 3 control protocols and manages the switching modules on both chassis." For the data plane, "The VSS active and VSS standby chassis both perform data traffic forwarding" and "the VSS standby chassis is actively forwarding traffic" .

There's another answer somewhere where instead of "Both control planes forward traffic simultaneously." is "Both data planes forward traffic simultaneously.". In that case it is correct, but here not. I'd go with answer B.
