D Organisations which receive and hold any of regulated data types to follow the GDPR requirements. According to GDPR, companies have to keep the data secure inside the EU and if the data is to be transferred outside of the UE, then it can only be transferred to countries or organisations that have signed up to equivalent privacy protection. https://incountry.com/blog/data-residency-laws-by-country-overview/

Refer vn mentioned below, political issue is the highest priority and mandatory. When considering moving out the data, you need to consider the place allowed, rather than how to move or store. Even you have a very high security to protect data, if the government don't allowed you to place in the desired country, then you still cannot do that.

Man its bank, so GDPR / PCI DSS is a must, when you move from europe to non europe location not none of them will be enforced by defualt, you need to find compliance based on cotract. so certainly security is the primary factor. latency will be there but security shall be the major concern.

moreover latency comparision is between cloud and on prem, all of bank customers are coming from internet so the best you can offer is based on the on prem internet connectivity. so answer from my understanding is A "security
