There is no root cost 19 in RAPID PVST+ so it must be C & E

Good catch. However, apparently Cisco still uses the older standards on their routers, and not the updated ones. To quote the OCG: "IOS on Cisco switches has long used the default settings as defined as far back as the 1998 version of the IEEE 802.1D standard."

In cisco device when you write the show spanning-tree command and read that the enabled protocol is rstp is intended that the spanning-tree mode is Rapid PVST+

It's trick, this is because the cost is 19,the only way to have 19 has cost is with a 100Mb/s link

Because it means that a direct link to the root bridge is trough that port. In this case, it can be deduced that the way to the root bridge is directly after this 100 Mbps link
