A - Shaping = Delays C - Shaping = Delays D - Rate - Limiting = Delays Answer B: is the correct answer, you use Bandwidth percentage to each subnet and Policing to cut off traffic. The answer never said we needed to worry about packet loss or packet drops when Link is congested.

"Download traffic must never experience a delay." This means we shouldn't be using Shaping at any point (since that puts packets into a buffer and sends them out later on when congestion has been reduced) Also: "Rate-limiting" is a bigger term and under it we have 2 things: "Policing" and "Shaping" So since Rate-limiting also refers to "shaping" we cannot go with that option B should be the correct answer
