Note the requirement, "be able to run its own varying QoS profiles without service provider interaction based on the migration stages". Totals for each solution. dwdm 380000 cwdm 325000 mpls 215000 metro-e 350000 At first glance MPLS is best, however QOS will need SP integration. Thus CWDM (D).

it is MPLS wires only so there is no SP interaction for QoS. Answer is correct

I'd do D. MPLS providers offer different QoS profiles (couple of classes) and in order to change it you need to interact with SP. MPLS wires only is not fully managed MPLS service, but you still need to select/change QoS profile according to SP's offers.

I think the answer is CWDM, With MPLS Wires, if the provider runs into congestion packets will be dropped regardless of QoS tags. The provider would need to configure a policy for priority queuing. Typically providers charge a premium for this service.
