It is not describing dual hub sites. Answer C should me more appropiate refer Arsenal16's one is exactly the scenario.

C is the correct answer; "Cloud OnRamp Gateway Mode" is the deployment solution for remote sites those got "no direct Internet access", Internet access is only via hub. This is described here in "Use Case 2" - https://www.cisco.com/c/en/us/solutions/collateral/enterprise-networks/sd-wan/white_paper-c11-741353.html.

D is correct as well; because "Cloud OnRamp Gateway Mode" is one of the use cases of the main Cloud OnRamp SaaS solution!
