The interface command ip ospf mtu-ignore disables this check of the MTU value in the OSPF DBD packets. Thus, use of this command allows the OSPF adjacency to reach the FULL state even though there is an interface MTU mismatch between two OSPF routers. To make the MTU match you could reduce the MTU on R1. /31 is valid on point to point connections as we see above. Cost values do not need to match.

D and E are correct OSPF does not reach full adjacency when there is a mismatch in MTU However you configure an ignore command to allow mismatched interfaces to connect https://www.cisco.com/c/en/us/support/docs/ip/open-shortest-path-first-ospf/119384-technote-ospf-00.html

a /31 doesn't give 2 valid host changing the subnet mask should be an answer

RFC 3021 defines it as a valid subnet for point to point links
