Leaving the TLOC color as the default is still one of the public colors (meaning you don't need to define a preferred color, unless required or stated in the question)
The default color tunnel can still build controlled connections (DTLS) to other SD-WAN devices, Options B and C are practically the same, this lead me to believe neither of those are valid for the question.

I can't make sense of this question really. B and C are basically same thing and they said not MPLS. So I'd go with A even though you actually don't configure color on the vManage or controllers normally. There are control connections established using the colors defined on remote end so if default is used on controllers I think it would be just like not having anything on them but won't have my lab spun back up for a few weeks to verify.

So, controllers are using colors.
The default color exists and is used by the controller when a specific color is not set. If you have a lab or real environment, please check your controller's VPN 0 configuration. The controller supports color, but it is not considered best practice to change it.
