If you want to affect different preferences for those tlocs for each group of branch sites, you need two tloc lists, the east is already ok, the second one, for west must have higher pref on TLOC 100.100.100.100 like requested. Answer is A.

I have completed this in a real life production for the public sector in the UK, and from real life designs being implemented from TLOC-list policy where two or more WAN transport locations are defined, when specifying the least preference, this route becomes the feasible route. Option A and B are identical, except they have the preference numbers reversed in the West TLOC list. Option B has the wrong numbers. It has the West list configured identical to the East list, with the numbers that are only correct in the East list (with the .101 address having the preference of 400).
