However, gaps is a consequence not just by packet loss, rather the gaps could be a consequence of several causes, for example, jitter, bad QoS treatment, bad packetization and big PDU's, even hardware problems.

I was thinking about D, but i pick A.
You can use policing, shaping etc when congestion occurs, so it wont nessecary discard if you have shaping instead of policing - Therefore D is not correct.
