Before implementing NetFlow on a router, IP routing must be configured. This is because NetFlow is an IP traffic monitoring technology that requires IP routing to be enabled and correctly configured to function properly. NetFlow can be used to analyze and monitor IP traffic, and it requires information on the network topology to do so effectively.
While syslog, VRF, and SNMPv3 are all important features in network management and monitoring, they are not prerequisites for implementing NetFlow.
B. NetFlow requires that IP routing is configured on a router because it is used to monitor and analyze the IP traffic flowing through the router. IP routing must be enabled in order for the router to be able to forward packets and for NetFlow to be able to collect information about those packets. Without IP routing, the router would not be able to forward packets, and therefore there would be no packets for NetFlow to collect information about.
