D ist wrong because the anchor for a MPLS VPN hub and spoke would be the PE and this over DMVPN ist just nonsense. Actually I would also say B but for 8 branch so 8 time. A Rosen Draft implemenation would actually be right way to go but if the provider actually doesn't support it is likely not quickly done. How does tje GRE tunnel in B allow future scalabilty? You can habe a further MCAST source behind C3? Maybe Thist at least can explain why not C1-C4 GRE. Overall I vote for B. (pure guessing)
