If an ICMP packet reports "time exceeded in-transit," the TTL value of the IP packet reached zero. In normal operation, a network should not have a diameter so great that the TTL gets reduced to zero. The most common occurrence of this is when there is a routing loop.

i'm not sure if you are trolling on purpose or just don't know what you are talking about but ICMP has no mechanism to time-out based on how long it takes a packet to be transmitted. What it does have though is a TTL field, which gets decremented at every L3 hop along the path, a "time exceeded in-transit" means that the TTL has reached 0 and the packet can't be forwarded anymore. This can occur in a routing loop, which makes B correct.
