Given answer is correct! -match-all in class-map statement means that all ACLs have to match (which is very unlikely). -match-any in class-map statement means that at least one ACL has to match. For this reason why no traffic was matching.

B does work. However I read the question "allow specific control traffic" so the admin just wants to monitor these specific control traffic and it is easier in one class map with one policing rate than in multiple class maps.

It seems like alot of config for a simple fix. However, it works i guess. Guess the question is "why does this not work".
