I did not find any relevant information about this. As I understand what telemetry does (it automatically collects, transmits and measures data from remote sources, using sensors and other devices, and it transmits the data back to a central location) per-interfaces stats could a good candidate.
What an interesting question indeed lol....
Would have to vote B for this one though. Reason being is because per-interface stats typically requires network telemetry to be enabled so that detailed information about traffic flows, interface utilization, errors, and other performance metrics can be gathered from network devices.

Configure a Span of L2 Traffic
On the organization's network, configure a Layer 2 (L2) aggregation switch, or similar, to span a stream of the L2 traffic to the Cisco DNA Traffic Telemetry Appliance. This must be a distribution layer switch (based on a three-layer networking model of access layer, distribution layer, core layer) in order to include traffic and devices from all segments of the access layer.
The Cisco DNA Traffic Telemetry Appliance uses the span for traffic analysis and device discovery.

Telemetry isn't based off logs. Its real time statistics from whats happening on the network. This is gathered by the statistics on the networking device.

Initially I would go for B, but after reviewing documentation and checking all the other options, I must agree.
SNMP trap notification doesn't need telemetry to be enabled, neither neighbor discovery, but a central syslog system won't work without telemetry.
Interface stats are there, they are always working, it's just that they won't be sent anywhere without telemetry, but that's not the question.
As per this doc here, it is D. (For C to be correct, it should be like "configure syslog destination" , not "central syslog system")
