If the subscriber has network connectivity and is reaching the NTP, and the NTP is working and running, then the last thing that is needed to review is the publisher. At least Publisher and subscriber must be reachable each other, whether they use prefix /30 or /29, so in these conditions, if subscriber reach the NTP, the publisher must do it too. So it is needed to check what happen with publisher.

To clarify, subscriber get his clock from the publisher, this is by design. It is FALSE that an additional NTP server can be added to the subscriber.

Definitely D. CUCM publisher needs an NTP source that is not a member of the CUCM cluster; therefore the CUCM publisher synchronizes its time with the NTP server. In this exchange, the CUCM publisher is an NTP client. The CUCM subscribers synchronize their time with the CUCM publisher. In this exchange, the CUCM publisher is an NTP server where the CUCM subscribers are NTP clients. https://www.cisco.com/c/en/us/support/docs/unified-communications/unified-communications-manager-callmanager/215537-network-time-protocol-ntp-on-cucm.html .INIT. means that initialization has not yet succeeded. Probable causes of NTP issues in CUCM: - External NTP server is not reachable. - NTP stratum is higher than the acceptable limit. - Publisher is down, so the Subscriber NTP is unsynchronized. https://www.cisco.com/c/en/us/support/docs/unified-communications/unified-communications-manager-callmanager/118718-technote-cucm-00.html

I think the issue is with the PUB. adding an additional NTP server wouldn't affect the current setup since the node must be added to both and it is reachable by the SUB.

correction I think it is A. the subscriber can receive NTP info from the NTP server directly. instead of depending on the PUB.

As far as I know, it is not possible. If you share the reference that support what you are claiming, it would be very grateful.
