Display IE (isdn outgoing display-ie) is used mainly to provide the calling name over PRI Trunk. It can be sent in SETUP, ALERTING, or CALLPROC messages. Also, calling name (isdn supp-service name calling) is considered as supplementary service and therefore it can be carried over Facility IE instead of Display IE. However, the same command should be applied on the terminating gateway in order to decode the Facility IE value as calling name and send the displayed text to the phone (in case of CME) or to CUCM. Else, Facility IE will be forwarded without decode (raw value) and the calling name won’t be displayed since Facility IE isn’t recognized by phone or CUCM. From what I can see online, both C and D are correct, but in the Cisco OCG it has to configure it using "isdn outgoing display-ie", so I'm guessing that's the answer they're looking for.

Reading the doucmentation, both C and D are valid options. C is more limiting option, so I think the answer is D. Not all ISDN switch types support the isdn outgoing display-ie command. The following shows the direction dependency by switch type, and this command can be used to override the dependency: •ETSI (NTT, NET3,and NET5)—Only network-to-user •DMS—Both ways •TS014—Only network-to-user •TS013—Only network-to-user •1TR6—Only network-to-user https://www.cisco.com/c/en/us/td/docs/ios/voice/command/reference/vr_book/vr_i2.html

Actually, D is more limiting, because you must enable the command in the two ends, in the originating gateway and the terminating gateway. In the PSTN cloud, do you have control over the ITSP gateways?, I do not believe it. In order of the context, C is more adequate to the scenario, because you have control over one gateway, no two.
