I think the answer is C because with BGP dampening, when a fault occurs, the LA Router will send an Update with the faulty network until reach the Threshold value. When we use a summary (with summary-only), the other routers wont be updated its Rounting Table.

Use route aggregation instead of route dampening because enabling route dampening on LA router does not prevent LA router from sending the flapping route to other routers. This feature needs to implement to all other routers in order to dampen the route flapping issue.

Based on the wording of the questions, the interface of the router is directly connected to the 10.1.5.0/24 network. Route dampening is for flapping BGP routes. I don't think it helps for directly connected routes. Therefore, I'd choose C and prefer to rely on aggregation to limit the effect of that flapping network on upstream BGP neighbors.

the only problem I have with C is that by default BGP also propagates the prefixes unlesss summary-only is configured

To add. The flapping link/prefix also affects LA router itself, so BGP route dampening will protect LA router and no prefix forwarding to other BGP routers.
