C. "network systems" are infrastructure. So the only possible choices are A or C. Although private cloud is not appealing to lower Capex, we may assume that its hosted (managed private cloud) service which is opex instead of capex.

I agree, the delivery is network systems. Thats a IAAS delivery. Therefore SaaS and PaaS are out. IAAS in a 3'rd party offering or on prem full fill the requimerment. Than the wish to reduce expense for new IT equiement kicks in. I vote for C as well
