Surprisingly, as per Cisco doc, it is B. https://community.cisco.com/legacyfs/online/ccde_9781587144615_chapter1.pdf "Whereas with the modular design approach, if any given module faces an issue such as a security breach or the addition or removal of modules, there should be no need to redesign the network or introduce any effect to the other modules. Furthermore, breaking complex parts in the network based on a modular approach into manageable blocks will optimize the overall network manageability. In other words, from a network design point of view, modularity can promote design simplicity, flexibility, fault isolation, and scalability, as shown in Figure 1-7 [10]. At the same time, modularity reduces operational costs and complexities." The diagram shows modularity is the central point.

Really surprise! I agree the answer is B. Modular is also scalable, and the network is designed hierarchical in each module.

Keyword Divesting almost same as selling off or so called carve out. a company that needs to be flexible for divesting should always be modular so as to be able to sell off parts of it without breaking overall design and architecture. Answer B

The key phrase seems to be "...the business grows and divests..." Scalability is important of course but if the design is not modular, divestiture is going to be difficult. I'd choose B which helps both scalability and divesting activities.

Flexibility is the right answer and not part of the provided options. The only one that came close is modularity that can allow business growth and divestures. it is not just a matter of volume but also services. I vote for B
