DHCP Message Description
DHCPDISCOVER A client sends this message in an attempt to locate a DHCP server.
This message is sent to broadcast IP address 255.255.255.255, using
UDP port 67.
DHCPOFFER A DHCP server sends this message in response to a
DHCPDISCOVER message, using UDP port 68.
you're right. The Client listens on 68 for the offer and ack parts of DORA, and because this ACL is inbound, port 68 should not matter as a destination port, it would matter as a source port.
