An analyst using the security analyst account permissions is trying to view the Correlations Events Widget but is not able to access it. However, other dashboards are accessible. Why is this occurring?

By default, the security analyst role has permissions to view the correlation events widget. I think it can B or D. If the user is using a custom role you can remove permission to view widgets, but if its the system default role you can't modify it and all widgets are permitted than its D "The widget is not configured"
Should be A as the widget is available by default.

The Correlation Events widget shows the average number of correlation events per second, by priority, over the dashboard time range.
It appears by default on the Correlation tab of the Detailed Dashboard.
You can configure the widget to display correlation events of different priorities by modifying the widget preferences,
as well as to choose a linear (incremental) or logarithmic (factor of ten) scale

As I cant find an option to configure A and API seems kind of ... weird?
I would go with D
This Cisco Certification is the worst i ever did.
I would say you are right, BUT:
All other 3 Options make no sense - not a bit.
Even if the default user rights allow to see the widget, you can configure your own user rights. I just assume, that somebody took the right of the analysts, to see that widged and go with the "missing permission" option.
